  1. Playing with fire is not your Insurance Companies friend. A civil case could be proved. Same as the lower mainland flooding. Mayors ignored the Engineering Studies and remedies, it’s called negligence, and Insurance Companies can prove their case with Evidence the Mayor’s ignored.
