You don’t need jets, all you need is some missiles or drones to hit the pipelines at strategic locations, so it takes a long time to fix the pipelines. You can get the accurate GPS coordinates no problem. So where is the flaw in the plan, the alternative is to let this drag out and see Ukraine destroyed.
