To answer your hoop question - fully - no one, just like there's no heir to Roman Kingdom/Republic/Empire, despite we can see their tradition and nation(s) to this day. But in more laxed sense, it's obviously Ukraine, via Kingdom of Galycia-Volynhia, then Grand Duchy of Lithuania, Samantine and Rus, then Cossack Hetmanate, which used (and been used upon) words like Ukrainian and Rus interchangeably and synonymously. Are also were known as Rus lands through all that time, and we have evidence from outsiders and from Muscovy itself that they specifically said that going to Rus meant going to Ukraine land. Originally Rus meant Kyiv, Pereyaslav and Chernihiv administrative area, or just Kyiv in the most strict sense.
Moscow Tsardom was renamed into Russian Empire in 1721, when Peter I decided to formally and totally annex Rus lands (that were at his semi-autonomous protectorate under his ukrainian friend Mazepa at that time) after defeating Swedish forces (to which Mazepa joined to Peter's great disappointment). That's basically when the Moscow claim to Rus arose. Despite even Ivan the Terrible called himself already some ridiculous titles some of which had no connection to reality, while being a Horde subject himself.
