  1. the council is a limited company. a corporation. the same as dixons. it has no legal rights to impose fines or create laws.

  2.  @bobbrowne3027  it can only open a civil case against a person. it has no authority to impose fines without the rule of law.

  3.  @Rdott82  the police uphold laws made in parliament. the council are just civilians like you and me, but have become more and more deluded in recent years. calling themselves 'authority' and so on. the councils will need disbanding and the services nationalising in the future i think.....
