This is where you find out that all Ebola and other scary virus outbreaks all follow mass-vaccination campaigns, and you can always trace these scary viruses to a local animal, which accidentally was used to incubate said vaccine.... and suddenly you get an animal virus transfer to humans, and cross the blood-brain barrier...
