But to take an official act, involving discretionary authority - requires a definition of - and a justification for that discretionary authority, AND a legal provenance - an origin that justifies the authority in the first place. (you know, an origin ... what Trump would call an orange 🍊) Trump is NOT a King, and he has NOT been given the " Divine Authority " of a King ... THAT would require a unanimous act of Congress - because America is still democratic by Law .... in FACT, such a drastic alteration of Governance MIGHT even require a National Referendum !
