EXCEPT, Uttering threats of physical harm to an Individual or his Family, EXCEPT, yelling fire in a crowded theater when there ISN'T one and causing panic that causes injury or death, EXCEPT, spreading disinformation that cites injurious lies to an individual etc. etc. etc. ... Some of these this are illegal and others aren't. And THIS is where Rights clash with Responsibilities. Everybody DEMANDS the Former, but Nobody is willing to accept the latter.
