Correct me if I'm wrong ( I frequently am ) but is it NOT illegal for the Federal Government to send Federal Troops ( or any other kind of policing-force ) into a State without the expressed consent of the Governor ? ... DC is not a State, and as such, not afforded such overt niceties, - but Washington State IS a State, not a District ... What gives ?
