" Qualified Immunity " may cover the Police when they are doing their job with as little force as possible, but a nine-minute knee-dance on another human being's neck does NOT qualify as a Measured Response in ANYBODY'S judgement. Four armed Cops versus One unarmed and ALREADY HAND-CUFFED man is not a reasonable OR acceptable scenario - especially when the one unarmed already hand-cuffed man ends up dead !
