An Executive Order is the rule OF ONE MAN, rather than a functioning Government. AND an Executive Order can be overturned on Day One of the Next Administration ... a proper piece of Legislation is far more difficult to overcome, because it is the genuinely valid product of a Democratic process ... Democracy in action.
