@hamnchee .. As mentioned... SF is 35 miles away from where I am sitting at this moment. I was born in SF and been there a hundred times, but not been back since 2014.
EXAMPLE: Homeless always take shopping carts to carry their stuff around. The Board of Stupidvisors passed legislation that if a grocery store found one of carts full of stuff, they must contact the police and the police would travel to location and put a ticket on the shopping cart. THEN... if the shopping cart was STILL in that same location 24 hours later, the store could take back THEIR OWN PROPERTY!
.
They also, as you likely heard, passed legislation to make any shoplifting of LESS than $950 a misdemeanor and the courts will not prosecute / pursue any claims. Furthermore, they will arrest those who seek to stop the shoplifting, so the stores enact their own policies to stand aside when people steal. Well, as any moroon with a single brain cell can figure out, shoplifting has NO deterrents at all.
.
I could go on with numerous other things, but THAT is now they operate in SF. There is zero wonder about why it has become a total sheet-hole. This proposed move, which WILL pass... is just one more insult to those who live in SF.

@LucasFernandez-fk8se .. Yes, they could... but they won't. That Safeway is HUGE and the developer will not go that far out of their way to sacrifice the living space they could sell. The parking lot is not anywhere near as large as my local Safeway and Lucky here, but in order to satisfy the codes for that many square feet of retail store, they need to provide at least that many spaces PLUS spaces for the cars of those who live there. Of course, the City will force the developer to have 1/4 of spaces with EV charging stations, so that will cost more parking. If were NY, they could just build it taller, to handle all the parking, but the City will not allow the additional parking levels (elevation) that would be confined to the square footage of the existing building (Safeway), What they will do to grease the wheels of the City, is put a convenience store below, the size of a 7/11.
.
I was in construction family business for 35 years, so I have seen all of these things. Not trying to be a dick, I just know how these things go and being in the City of SF... it will be a sheet show.
