  2.  @semosurvivalist  I see your point. Example, tom brady is making 30 million a year in tampa. A state with no income tax. He left a state where he paid state income tax. Florida uses that TIF as an incentive. Then goes to the federal government looking for funds to run their state. Everyone should have equal responsibility.
