As Tokyo is misspelled in this video in Japanese, Vox or the staff cannot understand Japanese nor can they check the information they got from the Koreans if they are right or not.
The North Koreans chose to belong to North instead of South, meaning they want to be communists. They have all the freedom to go back any time as many did. (BTW, although they lie as in this video, they are really descendants of those who came to Japan for better life on their own, or of illegal migrants during the Korean War.)
Systematically with a help from their government, these Koreans are:
committing crimes at high rates (40% of all Yakuza are Koreans); smuggling nuclear and missile parts; perpetrating money laundry to send back funds; kidnapping Japanese; spreading lies and fabrications overseas like this video to UN and news media; illegally engaging in political activities including violence to authorities to get concessions and special rights; illegally receiving welfare; stealing corporate secrets, technologies and cultures; illegally exerting pressures to media so their truth won't be revealed (just like China in US media); helping NK spies to come and go and hiding them; hiding NK weapons such as automatic weapons and rocked launchers, many of which were revealed when some of their homes were shuttered during the Hanshin Earthquake; destructing historical sites such as shrines and temples and stealing national treasures, .... amongst all other disrespectful behaviors towards Japan, Japanese, and the society.
Their ultimate goal is to overthrow the Japanese Emperor and overturn the Japanese government for a communist revolution. This is why they are very very heavily and illegally participating in the Japanese politics by disguising themselves as Japanese using Japanese names, though you do not see them unless you dig in as a much of Japanese mass media is heavily influenced by them through NKoreans in the media companies, political pressures; through ad companies; by threatening through Yakuza and Chongryon.
Also, these Koreans are professional victims. These school kids are trained to say they are attacked while they are attacking. You can even read books written by Korean Japanese who used to play games of hunting and assaulting Japanese students while their teachers are encouraging.
As there is no diplomatic relationship these Koreans are acting as if they have quasi-extraterritorial rights, and the Japanese Police are very weak to them as the issue is so political and always Chongryon is intervening. So, it is the Japanese students around these Korean schools that are terrified of them, as there is no contest because if Japanese students get caught he will be expelled while Korean students become heroes.

You can't really say. It is a kind of result of the era.
1. US first came to Japan with gun boats to force trades with US.
2. Japan opened the samurai country after 260 years, but only to find that it was the last country left totally independent in Asia with the rest being colonized by the whites for hundreds of years.
3. Japan quickly modernize the country after it learned that by the International Law of the time any country can declare war against it to colonize.
4. At the time, Korea had been a dependency of China for almost one thousand years after Yuan Dynasty (China), but Qing Dynasty of the time in China was quickly falling apart, leaving Korea miserably poor, not self sufficient, and vulnerable.
5. The Russia, with Nicoli calling himself the Commodore of the Pacific, was quickly coming down into Manchuria looking for non frozen ports for their Baltic Fleet, and started buying ports from Korea.
6. This quickly broke the balance of security in the region as the Korean Peninsula is like Cuba to the US, like a knife pointed at its neck.
7. In the meantime, US was approaching the region, brutally invading Hawaii and Philippine.
8. Japan annexed Korea for its national security after being asked by their biggest political party.
9. During the annexation, Korean were legally Japanese and many came to Japan looking for better life as Korea was the poorest region in Asia.
10. After the WWII, Korea separated from Japan and later became independent. Many Koreans returned.
11. Korean War broke out, and many illegal migrants came to Japan.
12. After the War, many decided to go back to North Korea or South Korea. Ones that decided to stay and decided to belong to North Korean communists are the ones in the video.

It is YOU who cannot read your own true history as they are all written in Chinese characters.

All you can do is to regurgitate the fabrications that your stupid government keeps on fabricating in order to hide the fact that they are so ashamed about: Jumong, Gojoseon and Goguryeo were not Korean but only conquered a part of Korea; the kings of Silla were Japanese from Japan; since the time of Yuan Dynasty, the Korean Peninsula was a dependency of China for almost one thousand years; Korea was so poor and hopeless that their ancestors asked Japan to annex and modernize; the independence of South Korea was not fought for, but it was given by the US.

As the name of Japan's capital is misspelled in this video, VOX is a journalist ignorant on this issue who cannot even read any original documents to check who is telling the truth.
It is the Japanese students that are attacked by these Korean students all the time.
The Koreans are professional victims. They are trained to be victim. These students are also trained by their teachers to say they are attacked while they are attacking.
You can read about this in books written by Koreans who used to play the game of hunting and assaulting Japanese students. Just about every student around him was playing while even the teachers were encouraging.

This involves violence, illegal political activities, kidnapping Japanese, smuggling out nuclear and missile parts, illegally sending funds home, sabotaging Japanese society....you name it. That is one of the reason their crime rates in Japan are so high.
They need to brainwash these kids for the jihad and for this end they need to prey to the Kim photo everyday. They have already kidnapped many Japanese. They are hiding many automatic weapons, rocket launchers, hand grenades underneath their houses, some of which were revealed after the Hanshin Earthquakes when their house were shuttered.
These schools would be illegal on US or South Korean soil, even if they pay for themselves.
