  1. Ok, I am not Japanese but it would seem inevitable not to invite foreign workers with low birth rate and all of that other stuff. But, like what I always say just screen those people coming from other countries so that Japan can filter the good ones from the bad ones. You can start by requiring these workers to speak fluent Nihongo - no fluency, no entry. I am confident enough your government can implement this.
