  1. The problem is Baltimore has too much of a specific population group. Nobody with money is going to want to live in that close proximity to that population group and be a target for crime and violence. If Baltimore does what DC has done and start gentrifying the city and moving that specific population group out, the city will explode with residents that are actually worth something to the city.
