  1. We need to bring back whipping as a punishment. It worked well to keep people in line for hundreds of years. Instead of jail which is not a deterrent, tie them to a whipping post and give them 25 lashes for shoplifting. Increase the lashes depending on the crime. If they die from blood loss from to many lashes so be it. Petty crime would vanish almost overnight.
