Well to be fair the term engineer covers dozens or more disciplines. This gentlemen was a chemical engineer, a discipline that has NOTHING to do with civil engineering. His opinion on storm water drains is no different than someone who works at McDonalds. Passing yourself off as an expert or a civil engineer is probably what has him in hot water. You saw a lot of this with the conspiracy group Architects and Engineers for 9/11 Truth. They had a lot of Software Engineers, Landscape Engineers, Building Facilities Engineers trying to pass themselves off as experts on why the Towers was a controlled demolition. I am sure he is a smart man but he is not a civil engineer.
