In Iraq we had a policy that we were not allowed to fire unless we were fired upon first. If this is a policy in a war shouldn't we demand the same from our Police departments?

Even if she was armed and pointing a gun at the window the cop had NO BUSINESS firing that weapon. If I saw someone skulking around the outside of my house, looking in the windows I would go get my gun.
