The second world war is one factor on why Europeans don't want to push too aggressively on military power, they are more than capable of doing so, they've got the economy, the skill set to do it but not the will to do it, that can change, especially thanks to Russia, but I also think EU countries need to combine and reduce duplications.
But the truth is, they've not really seen a need to change, there isn't really any threat to them, even Russia with all the noise isn't really a threat to the EU but it is high time EU countries got together in many key areas like the military, energy security and so on.

The contexts of the EU being a declining power is because of the rise of China and India, the truth is, the US is in the same boat as the EU in having to make room for China, India and other powers but these other powers still have a long way to go and could stubble along the way.
The EU also has the advantage that it can expand and really, there isn't really any limits on how far that can go, especially if someday they decide to expand outside of Europe.
So yeah, the EU isn't a declining power, it's a changing power just like others are having to change and let's be honest, many thought that Europeans were a declining power after the second world war, in reality, they just reinvented themselves by getting closer together and pooling resources together, something that is likely going to continue in many areas.
