The real worry for Putin is, if he keeps targeting civilians in Ukraine, Ukraine could take the gloves off and do the same in Russia, that could be problematic in a few ways for Putin, it could turn the people more against him by the people getting directly impacted by the war, it could also turn them more in favour, either way, it could escalate the war. But honestly, with how Russia have behaved, Ukraine has ever right to target Russian sites, especially military sites as that will make it harder for Russia to fight on the front line and who knows, maybe they can target the energy grid, give them a dose of their own medicine but I don't think they should target Russian civilians directly, at least not at yet.
