Yep, it would be a declaration of war on the EU and NATO, which could force them into direct action and that's the last thing Russia wants with how badly it's doing already, because if you take nukes out of the picture, Russia wouldn't stand a chance against NATO and even with nukes, what would that actually achieve for Russia? A wasteland?
As tempting as that might be for Putin to go that route, it could very well directly bring a lot more of the Russian people much closer to the war, considering the way things are going, if Putin pushes his luck, it wouldn't surprise me if he gets killed by his own inner circle or the Russian people, after all, they can tolerate many of Putin's actions, but the moment it starts getting much closer to home with the Russian people, that's where things could go south really quickly for Putin and not in a good way for him.
In the end, Putin has pretty much done everything he can to try and divide Europe, to try and get them to back down and yet he's failed, there isn't really much else he can do apart from escalate the war that could involve the EU, NATO and the west at large getting more directly involved.
In fact, Putin should consider himself lucky that there are cool heads in the EU, because Putin declaring war on their energy could have been seen as a declaration of war against the EU countries, less cool heads could have escalated this far more on the EU side of things.
