This is a game of powers taking advantage of each other, you've got China that wants to split the EU and US, then we've got the EU that are not as hostile towards China like the US is, that's very likely on purpose, because the EU knows that as much as the EU and US are friends, the US only cares about self-interest, so the EU is playing the same game by being more open on China than the US is being.
As for the war in Ukraine, I get the impression that the US wants the war to drag on, probably because of military contracts, the US does seem to like wars, you only have to look at the last 50 years of history to see how directly or indirectly, the US have been involved in many of them, whereas, the EU very likely wants the war to come to an end, as I doubt they want a destabilised region on its doorstep.
China motives are a bit unclear on Ukraine, they likely like the idea of Russia becoming isolated around the world because it basically means Russia becomes a vassal of China and that relationship is very likely going to become more one way in favour of China.
China is also playing on the factor that they know a lot of Europeans don't like US policy around the world, the Inflation Reduction Act is just another example of that and as close as EU and US thinking is close to each other, that could diverge overtime, especially as the EU going forward is likely going to have its own policy and interest that diverges away from the US.
