I don't see a problem with buying ARM's from overseas in specific cases, after all, the US buys many arms from Europe in areas where they specialise, but I do think EU countries need to build on their arms industries and buy mostly from themselves, for one thing, it will force the Americans to have to spend more or reduce it's military budget if we are not subsidizing them, another is that it builds an arms industry in the EU, which will likely compete with the US and other countries on the world stage, and it also brings a lot more security for Europeans in the EU.
Clearly the US wouldn't want this because they would end up losing a lot of sales which would make it's military more expensive, which either means they have to spend more for the same or do budget cuts, on top of that, if there's a big arms industry in the EU, it's very likely going to compete with the US on world arms to other countries, again, again, forcing the Americans to have to spend more directly or budget cuts.
For the EU and it's members, this is a win-win, for the US, they stand to lose by a big player in the EU not subsidizing them, on the plus side, both the EU and US would stand to win, both having a strong arms industry would be good for the world, they will also likely sell arms to each other.
