I think in the end, the EU is going to find a way of kicking them out of the EU, and if there is one thing that the EU is good at is finding loopholes to get around rules and laws that are in place.
Personally I think Hungary will be an easier target, kick them out to send a message to the rest, mainly Poland, at the moment, Poland and Hungary think they are untouchable and can break the rules of EU memberships, once they realise that isn't the case, a lot more pressure from the public on the government will likely happen, especially if there is a real threat of being ejected out of the EU.
I also think the EU needs to be tougher on countries that are braking the rules, otherwise, other members could follow and break the rules if there is no cost in doing so, but I think major reforms are needed on the EU, treaty change, especially on veto rules, after all, if the EU doesn't get it's act together, other countries will break the rules because there is no cost, also, countries that want to join the EU will look towards others, because they are not going to wait forever.
