That's basically is, Sweden and Finland will likely remember this for when Turkey wants something from the EU, either more favourable trade terms or longer term EU members, Finland and Sweden could turn the screw on Turkey and play games with them, after all, there are many ways Sweden and Finland could turn this to their advantage against Turkey on many different agreements longer term. That's the problem with veto rules and Turkey should know better that this can be used against Turkey at an EU level in the future, assuming EU veto rules are still in place, which if they are, it's unlikely the EU will continue to expand until there are reforms to it.

The moral of the story and just like with the EU, get rid of vetoes lol. Seriously, both the EU and NATO, as they both expand, it's not hard to see how veto rules are going to become more of a problem. To make it worse, some countries will use that veto for political ends to carry favours in other areas, unrelated to the subject at hand, something we are seeing Turkey do here with NATO and what Hungary does in the EU and it's clear in both organizations that there is far more support to move forward but it only takes one to block it and this is why veto rules need to go, otherwise it's going to create a lot more gridlock as more countries join either organizations.
