You have to be careful how unemployment numbers are calculated.
For example, in the UK, you could be unemployed but on a job program or collage course and be classed as employed, but are still being supported by the unemployment benefits, so a burden to the system, I don't know what the state of that is in the UK at the moment, but I do remember years ago that this happened a lot, which gives the wrong impression on what the unemployment numbers actually are, it wouldn't surprise me if this happens in the US to make the numbers look good, but this doesn't actually solve the problem of unemployment and getting people in the work, it's shifting the problem.
I can't say for European countries in how they calculate these things, but maybe some are being more honest about the numbers.
