In western countries, especially western European countries, the quality of life being so high doesn't give much of an incentive to have kids even thought the system is very kid friendly, most people just want to enjoy life and having kids is a massive burden.
Immigration seems to be the main form of population growth in the west, after all, many immigrants that move to western countries tend to have big families because of how they've been brought up in their own country, I suspect without immigration, population decline would be happening in pretty much every western country by now.
The question is, is it really a problem? In the short term, no, long term, maybe but life is going to change in so many ways with robotics, A.I. and other advancements that will likely free up a lot of people's time and make it less expensive to raise kids, there's a fair chance that as people have more time and live longer, people will start having more kids and government policies will likely change to encourage it if needed.
Truth is, population needs to slow down a lot because it's growing too fast around the world but the modern countries are not the problem on that, developing countries are and there are no easy fix for that.
