It's because they are developing countries with on average higher growth rates then developed countries, that shift a lot of the focus on people, developed countries are already modern so a lot of their focus shifts onto other matters, whereas in developing countries, the economy and just getting by is a much higher focus over the other things, but to be fair, Brazil is a developing country and has one of the highest concerns on that list.
That isn't to say there isn't concerns on the other matters from those two countries, but they are at a different level of development and that reflects in their focus, chances are, as they become more developed, their focus will change accordingly.
Also, in the case of China, you really have to wonder how reliable the data is with how strict the government is on its own people, basically, it's hard to get an accurate reading on the Chinese people because of the fear they have on their own government, so what they want to say and what they feel they can say are two very different things.
Another factor is media coverage in all of these countries on any of these issues, that can have a massive impact on shaping the public thinking in one direction or another.
