Considering that Finland is an EU and NATO member, it would be suicide for Putin to take Finland on, both the EU and NATO have a clause that an attack on one is an attack on all, if they didn't get involved, it would weaken both organisations a lot.
Also in the case of the EU, being as Finland is a lot more integrated both politically and economically into the organisation, the impact would be much higher on EU countries than NATO ones, in other words, it would more or less force other EU countries to intervene because of how tightly integrated they are, whereas NATO, not much is holding its members together and it's never been tested to see if other members would come to the aid of the one being invaded.
To put it another way, an attack on Finland would have a political and economic cost on other EU members because of how closely integrated they are, whereas with NATO, would it really impact the US if Finland were invaded?

This is just Putin being paranoid in thinking the west is encroaching on Russia, if Putin is stupid enough to take Finland on, which is an EU, NATO member, then good luck Putin, you're already having a hard time of it in Ukraine, where the west is only throwing crumbs in that direction, so taking on an EU, NATO member would compel both organisations to get involved more direction, in other words, Putin would be finished, which I don't think he's that far gone to take that decision and in the end, it's just saber ratterling, let him do that, it doesn't really achieve much and is just wasting resources on their part that they can't afford to waste.
So let's be realistic here, Putin isn't going to invade Finland, not unless he's really lost the plot, which if that is the case, then we could be talking about full scale war, not seen since the second world war, which Putin would probably get killed by his top generals if he took that route or the Russian people would rise up against him.
All I'm seeing is Putin being paranoid and defensive because Finland recently became a NATO member, so he's beefing up its military in that area, basically, there's nothing to see here.
