We can't really compare today's world to ancient times, for the time the Romans were civilized and pretty much what the west is built on is thanks in great part to what the Romans did, also, if we like to compare today's morality to ancient times then we could easily say the same things of our civilisation of today and how the world could be 100, 200 plus years in the future where we like to consider ourselves civilised but to people in the future, we might look quite barbaric and in the end, you can only compare to others at the time and not of a different time.

No denying that there that others power at the time had an impact but it's clear that at least in the west, we built our system on the Romans and Greek system, hence why so many things today are quite similar to what they had back then like the government system, laws, courts, military and countless other things.
