This will be difficult to push for in the US because of the individual nature of the people that puts themselves first and not the collective whole whiles in Europe, especially EU countries, it should be much easier to achieve because of the different way of thinking of the people and the strong social system.
One system tries to look after everyone whiles the other is really up to yourselves.
I do have to ask, do people in the US see homeless people a lot on the streets? In the UK in my 42 years, I've never seen a homeless person in my entire live but I know they exist in the UK, especially in London but it seems such a rare thing to ever see and in my case, I've never seen it.
Also, doesn't the US system seem a bit short-sighted? if the system helps people to get back on their feet, they are likely going to be less of a burden long term and a productive member of society, buying products, producing goods and so on, yes it cost money to help these people but in the long run, it will likely help the economy and will clearly help the well-being of many people.
