The simple reason is because Europe or in this case, EU countries have a high standard of living and open democracy, that is seen as a threat to any country that is authoritarian or dictator, basically the inner circle of government not the people of the given country. In this case, because the EU expands whiles lifting living standards of members that join, that makes them a massive threat to the likes of Belarus and Russia because as living standards rise in those countries that join, it has a knock on effect on near by countries that they want the same, that's a scary thing for any dictator as it could see the people rise up to overthrow the government. I know there is more to it than that but that's the basics of it.
