Why? Because of bad upper management, Putin might like to think he's smart, but let's be honest, a country with such natural wealth and smarts, Russia should be doing far better than they are, the fact that they are barely keeping up with eastern EU countries which are still developing and most of which have little to no natural resources, is quite embarrassing for Putin.
A competent government with such natural resources, ends up delivering what Norway has, but that's quite rare in this world, and if it wasn't for the natural resources, Russia would be a lot poorer then they are and considering that Putin has been in charge for so long and has an iron grip over the country, the blame is on him why Russia is performing poor and the simple truth why they are performing poor is simply, Russia is living under a dictatorship that makes it much more difficult for the Russia people to express themselves, innovate and become creative because of the governments iron grip in dictating what can and can't be done, and in any economy, the people are the real assets, as long as you allow them to be free and creative, hence why western countries are so much more successful.
You know what the irony is, Russia could be a very rich country if they went on the proper path to democracy and stop being so antagonistic with the EU and the US and build friendly relations, but that isn't going to happen because of a leader that's living in the past, and ultimately, the real blame is on the Russian people for allowing the country to get where it is now.
