Why would we want to do something so stupid like that? I understand that China kept the virus a secret in China longer than they should have done but in truth, it likely wouldn't have made a difference in the west because we were arrogance in assuming it would never make it over here and we've seen that from almost every country that has been very slow to react to it until it's too late. There is lots of blame to go around and no doubt things need to change after this but if many countries try to become vindictive and pin this all on China, this could make things 100 times worse, could even start a war which would be far more damaging than this virus. I think it makes a lot more sense to hit the reset button, but we as humans are too stupid to do that and likely will make things a lot worse for us all.
