For the most part, that's true, and usually, American car companies redesign cars for the European and international market because US cars wouldn't sell that well around the world because of there size and because the mile per gallon of US cars is usually poor compared to cars around the rest of the world. There is also as you say the quality, US cars are usually cheaper quality and in the EU at least, there are usually much stricter controls on quality when it comes to cars, as well as a lot more checks.
