Depends how you define being safe, for example, Americans feel far less comfortable in letting their kids explore outside whereas in Europe, it's quite common for kids as young as 10 or even younger to explore for miles away from where they live and overall feel safe.
Europeans tend to feel far safer than Americans do in their society and probably a good indicator of that is the amount of cops you see, in Europe, you don't see that many out and about whereas in America, you tend to see a lot, a good indication of safety.
In any case, out of all the modern countries, the US tends to come out as one on the least safe places to live and that boils down to a number of reasons, crime, guns, weak social system which ends up creating more crime as people get left behind in society.
