I feel Europe has the right approach on this, they might not look as flashy, but it's a simply, clean layout, big numbers and letters and more or less universally standardised.
I suspect for law enforcement, it's easier to catch a number plate in Europe compared to America, being that there's no set designs and it looks like the plats can be as flashy as people once, so it can look more fun but it must be a nightmare for law enforcement.
As for digital plates, that sounds like a bad idea for a number of reasons, I mean, imagine you're a criminal, you're in a cop chase, you find a spot where you can hide from the cops for a moment and say you can change the number plate at the switch of a button in the car, you could be in plain sight of the cops and get away with it just based on the number plate being different and there are so many ways it could get abused, especially with professional criminals.
Also, in Europe, number plates are on the front and back, whereas I think you only need one on the back in the US, which again would make life a bit harder for law enforcement, being on both sides gives you a better chance of catching the number plate.
