It's like anything, get the homeless people in a safe, security environment of a home, where they don't have to worry about the basics like food and other things needed to live and once you get the basics out of the way, these people can start getting their lives on track, which in time, will mean them becoming a more productive member of society.
Longer term, housing people so they can get their lives back on track will likely contribute more to the economy and I feel it's the humane thing to do and it still shocks me that many countries like to call themselves advanced, modern countries and yet the basics like homelessness and poverty is still an issue, which with the wealth in modern countries, these shouldn't be an issue with a more balanced economy and society and I feel we've got a long way to go before the human race can call themselves enlighten, but at least the European countries are on track in that direction, but clearly, a lot more needs to be done.
