I think what Macron might be saying is that if French and other allied troops are in Ukraine, they wouldn't need to engage Russian troops, they could be put into specific regions like the north and other regions to free up Ukrainian troops so they don't have to defend a wider area and can be more effective on pushing Russia back.
It could be a smart move as it's highly unlikely that Russia would want to take on any allied troop because of the risk of escalation, but them just being there in Ukraine in specific locations would do a lot of good for freeing up a lot of resources on the Ukrainian side, it would mean they could be more effective in pushing Russia back.
I also think it was a mistake in some countries coming out and saying no to the idea, the US, Germany, the UK and so on, that shows weakness on western resolve in how far we are willing to go on Ukraine, and even if it was a bluff, the option should always be on the table to make Putin think twice.
Considering everything that's going on around the world, it's remarkable how so many countries are bickering over such little things when they should be looking at the big picture, all democracies should be standing together at a time when dictators are on the rise around the world.
