You're not the only one, we in the UK find it very confusing as well, we are wondering what on earth is going on in the US, especially because in the UK at first, the government didn't want to go into full lock down but pressure from all sides, especially the people forced their hands and many of the public want the measures to be tougher on the lock down.
It's crazy seeing the difference is ways of thinking from many Americans and others like in Europe on this but I suspect a lot of that has to be with the system they live in, Europe has a more social system that looks after it's people, the US has a more capitalist system that screws them over every chance they get, throw in the rampant paranoia that set in after 9/11 in the US and you have a disaster in the making which most other modern countries are looking at the US in a very perplexed way and wondering what is going on there, in any case, we have found the real flaws in the US system and that will likely be quite damaging to the US going forward if they do some real changes after this because the system is broken and it's being shown to the world at how broken the US system really is.

@CherubiJubell I've lived in both the EU and US, my biggest take is in the US, patriotism and fear of the government seems to get the best of many of Americans, there's rampant paranoia in the system on a lot of things, in the EU, it's very different, yes we mistrust governments, but we don't really fear them, and we're not as paranoid that they are about to enslave us and take our freedoms away lol.
Europe also has a much bigger social systems that look after the people a lot more than the US and that builds a lot more trust from governments and the public, in fact we are seeing that as we speak with what is going in the EU and US with this crisis, many Americans seem to think it's an invasion on the people from the government whereas in Europe, we mostly see it as an inconvenience, something we don't like what is going on but we understand, most of us are also well aware of the hard times ahead but then what's the alternative, we just get on with lives and let more people die like some in the US seems to want to do, that's showing the difference from both systems in how they see people and in the case of the US, it doesn't look good from the outside world, in fact it looks shocking how a first world country has come to this.
