I think two factors play into it, the UK have been doing some major cuts to the NHS over the last 10 years which very likely wouldn't have helped, then Germany jumped on this much earlier than we did and they also did a lot more testing whiles taking it more serious, we unfortunately in the UK reacted to this very slow and even to this date, I think tougher measures are needed because way too many people are still going out.

@andylaauk To try and balance the budget, the Tories made a lot of cuts in a lot of areas over the last 10 years, hence the austerity measures, the NHS took quite a hit over the last decade but it wasn't the only one to feel the pain from those cut, I don't want to get into details because the cuts are quite long but it should be easy enough to google search it up, Brits have been complaining about it for 10 years and it's been in the media long enough so it should be easy to find.
