Problem is that if we closed boarders early on, most would have thought they were crazy in doing so, hence the reason why so many countries left it so late to do so, none of which didn't want too but got pushed into doing so by reality of what is going on and most countries in the west at least did the same mistakes in leaving it too late with the only countries that can be excused is China because it started there and Italy because there wasn't really any ways of knowing it would infect at such a fast rate when others in the past were more localized like SARS was, but after seeing what was going on in Italy and seeing a rise in other countries, there were no excuses for all the other countries to not clamp down on this hard and that is where many governments have some tough questions to answer too.

@Mr Brightside I can say one thing, I suspect a lot of governments will need to answer to some tough questions on this, especially western governments that reacted way too slow when we saw what was going on in China and Italy, that should have been warning enough to act sooner rather than later. To me, the only countries that have any excuse is China because it started there so that likely made it harder to contain and Italy because I suspect most likely thought it was another SARS that wouldn't hit the west, so them two countries can be forgiven for how they acted but the rest in the west at least, we tried to play it smart because we wanted to protect the economy at the expense of the well-being of the people, and we all fell like dominoes when it was too late and the damage was done, it's quite remarkable seeing how many governments are following the same mistakes.
