Yeah, you would think that would be a conflict of interest in accepting donations from foreigners, especially when it comes to meddling in internal politics which Russia has shown it's willing to do. Donations at the best of times are usually bribes to get governments to do their bidding, it's all the worse when foreign powers are willing to do it that you would think laws would be in place to prevent that but then considering how corrupt many governments are, it doesn't surprise me why things are the way they are.
