It can't, the world has changed where power is being a lot more focused on big power blocks like the EU, US, China and other potentials in the future.
The UK alone can't compete with any of that, even if birth rates were higher because now it's all about economy of scale and economic growth that defines power.
The US got there first with being a modern country with a far bigger population then the rest, but others are quickly catching up, and then we have the EU which is like a hybrid country, political block of countries.
Realistically, I think the best the UK can do is to become part of the EU again and at least that way, they are one cog in the big wheel in shaping the world, as it is now with Brexit, the UK has very little voice, on the one hand, we always hang on the coattail of the US which makes the UK weak, and on the other, we are basically shut out of EU decision-making.
What all this basically means is that the big decisions, both politically and economics around the world on rules, regulations and laws are being decided by the EU and US as their market size commands power that can be used to shape the world, which both the EU and US does.

According to Mogg, it will be in 50 years time, you know, when we are all too old and will have forgot how bad things have got with Brexit lol.
Basically, there is no comeback, he said 50 years because it's impossible to prove or disprove and by the time 50 years have gone, Brexit will be history that no one will care.
But let's not forget, those Brexit clowns said leaving the EU would start a comeback right away, the truth is, the UK is in decline and some of the hardcore Brexiteers are making up excuses on why Brexit isn't working, the reality is, we were never going to be better off with Brexit, common sense shows why.
Also, on the inflation numbers, the UK is at 4% the EU is at 2.8% and the Euro Zone is at 2.6% both the EU and Euro Zone are doing better overall compared to the UK on inflation.

The problem I find with the UK is when the US says jump, the UK says how high, it gives the impression that the UK is weak that it does what is in the interest of the US and not what is in the interest of the UK.
When the UK were in the EU, the UK didn't have to do that, it had a big enough voice in the EU that it could have its own path away from the US, whiles having power over its own destiny in the EU, at least that way it had a say over the rules being created whereas with the US, the UK comes across as a lapdog, this was whiles the UK in the EU, now with Brexit, the UK position is much worse as it had no say in the EU and is in a much weaker position with the US and world, its voice doesn't carry as far now because when the UK was in the EU, many listened to the UK because we had a say in shaping EU policies, now we don't have any of that.
Brexit has also created a lot of fragmentation in the UK among its nations and people, and who knows how that could turn out, but I do know one thing, the US will continue to take advantage of the UK, because why not? The UK after all jumps when the US tells them too, but a country with such history and pride, it does make the UK look really weak, and as a Brit, you've got to respect the French for at least standing up and doing what they think is right or what's in there interest, something we just don't see in the UK any more, because the UK's forign policy is more or less an extension of US forign policy, and you really do have to wonder, how could a nation of such history, fall so low?
In any case, expect more decline, expect the US to get pushed aside as the world is different now with big power blocks like the EU, US and China that dominant, and as UK power continues to decline, with all that said, I do expect the UK will rejoin the EU at some point in the future, but it won't be any time soon, I think it will happen at some point as reality is starting to kick in, but that's going to take some time to really drum that message home.
