I was watching a video a few months ago about the decline of malls in the US because of online shopping, so it wouldn't surprise me if they are not as packed in the US as they used to be, in most places around the world, it's rare to see them without a lot of people in them, especially in summer. In the case of Russia, this has been a very recent thing over just a few months, so clearly the sanctions are having an impact.
