  2. The concept of prison is to rehabilitate. China also has this definition (albeit not following it), hence labour camps in the name, to pretend it isn't to subjugate the population to their vision of comunism. They also use usefull idipts like urself with the intent of controling outside criticism.

For example, if the police is extremely corrupt and accepts payments to not arest someone and the judicial sistem is uncapable of investigating this phenomenon, u'll have a country with almost no prisioners but losts of criminals. So, it can't be equated. China is a product of empirial serfs turned into comunist serfs. Also, there are a number of crimes that chinese police looks the other way, such as women abductions for forced marriages.
