  4. Hi! You have talked about Africa but forgot South America. Not SA per say but Favelas, Governments dont have special protocols for those areas. The narcos rules probably be shoot anyone sick.   6.  @Dinahmite1000  if that happens, countries who make a point on not following such rules would take advantage of it, as no research also means no cure, vaccines, testing etc. It's oppening the door for oficial bilogical warfare.
