  28. ​ @Amradar123 there are only 140 mil russia, of these only a fraction are of work age, of these a portion is needed for governm jobs, military etc. This in such a huge territory means that military industrial complex has workforce needs, to solve this... Tartarstan is a region where the need for workers is so big that even underage work legislation has been laxed to allow these to work in factories even with dangerous quemichals.
