  2.  @Randy778  the areas of these floads aren't seaside. And that also can be motigated with the right infrastructure. Sadly, governments aren't interested in that as it wpuld mean less spending in popular policies. This is the kind pf investment that includes displacement of people, a lot of tech and engeneering and huge financing. Kind of the same as planting certain tree fruits, only 2 generations latter the benefits are felt.
