There is also the migrants who abuse the sistem and end up not contributing to the economy as they take more than they give back. Imigration is fine when organized and properly managed which hasn't been. The whole of europe will have to deal with this sooner or latter, and if it isn't the moderate centrist, it will be some populist extreme (be it left or right).

Even a high end hotel fell. The building code is wrong and there isn't the obligation of topography study - - - - disaster in the making.

Quite the opposite, there are people in usa using same methods as it is way less expensive. It's a question of will: make topography mandatory prior to build or buy property and make sawales, lots of, and make watter storages. Then make more swales and make the watter fo thru a pre-determined path. There are regions of the globe doing this by digging by hand and they are becoming weather events resilient. The know how is already in books. It's a question to present the knowledge to communities.
